Position Description: Job Summary
Under general supervision from Moss Landing Marine Labs (MLML) Executive Director, responsible for overall management of the Marine Operations Department (MOD), including operation of research vessels, boats; maintenance of vessels, boats, facilities, instrumentation and equipment; budget preparation and oversight of approved budget, proposal writing, contracting, scheduling; adherence to safety standards and regulatory compliance. The incumbent supervises personnel in the MOD and manages the day-to-day operations of the MOD including support facilities, equipment, administration, technicians, boat crew, and student assistants.
Key Responsibilities
Oversight of all boats, instrumentation, marine operations facilities, and operations; supervises technical staff, administrative staff and students
Collaborate with the Resource Manager and Executive Director to establish Marine Operations Department (MOD) budgets, and responsible for adhering to approved budgets of. Keeping and sharing appropriate documentation and records, planning documents and SJSU financial management tools for accounting
Provide information necessary for the preparation of overall Moss Landing Marine Labs (MLML) budgets and proposals
Serve as operator of vessels less than 100 tons, which include diesel powered general-purpose oceanographic research vessels
Maintain the schedules and cruise planning calendars for Small Boat and Research Vessels less than 100 tons throughout the year; and ensure all MOD scheduling processes are streamlined and formalized in collaboration with MLML leadership, followed and are efficient for scientific users
Knowledge, Skills & Abilities
Ability to communicate with constituents in a professional and respectful manner
Ability to manage a variety of operations simultaneously and set priorities
Demonstrated ability to provide leadership to a diverse staff made up of technicians, students, administrative assistants, scientists and researchers from outside organizations; maintain cooperative working relationships with staff, faculty, students and visiting researchers
Intermediate level skill using MS Excel, or similar applications suitable to perform accounting/bookkeeping, budget forecasting and financial reporting for an annual budget of $200,000 to $500,000
The ability and knowledge to develop and implement operational processes and procedures
Excellent communication skills and leadership ability
Knowledge of ship scheduling factors such as vessel capabilities, weather and scientific fieldwork requirements for using boats and vessels
Must carry, or be eligible to acquire, appropriate Coast Guard license as Master of Vessels 50 tons or greater. Coast Guard licensed engineers will also be considered depending on license carried and ability to qualify for 50-ton Master’s license
Knowledge of ships and ship operations, licensing and reporting requirements, certifications, maintenance requirements and oceanographic research procedures and operations
Knowledge of small research vessel, small boat, outboard motor systems, maintenance requirements and procedures.
Ability to manage repair and overhaul contracts
Advance knowledge with maritime service and supply vendors and products
Skill in researching resources and solutions for fabrication, modification, repairs and maintenance unique to a marine research operation
Knowledge of small boat operations, safety, navigation
Ability to teach small groups and individuals
Knowledge of the AAUS Diving Officer Competency Profile and ability to manage technical operations staff
Working knowledge of managing inventory of equipment and gear requiring depreciation and replacement schedule
Competence in compressed-gas technology, basic supply and maintenance requirements
Ability to establish and implement processes for scheduling small boats and make decisions regarding maintenance of facilities or vessels
Familiarity with grant proposal timelines in an academic or government setting
Required Qualifications
Bachelor’s degree, preferably in marine sciences or maritime fields of study
Three years’ experience as vessel operator and/or three years’ experience managing vessel operations, preferably for research vessel operations
Coast Guard license for Master of vessels 50 tons or greater, or eligibility to obtain. Coast Guard licensed engineers will also be considered depending on license carried and ability to qualify for 50-ton Master’s license
Previous supervisor or management level experience
Previous experience managing budgets
Facilities operations, maintenance and planning experience
Preferred Qualifications
Post-Baccalaureate
Experience with SJSU financial systems or similar (PeopleSoft, data warehouse, etc.)?
Compensation
Classification: Administrator II
Anticipated Hiring Range: $8,000/month - $8,584/month
CSU Salary Range: $5,053/month - $16,221/month
The final hiring salary will be commensurate with experience.
